The Good Governance Mailbox allows any individual or public employee to submit queries and seek guidance regarding the application of the Code of Conduct for Elected Officials and Professional Senior Management of the Barcelona Provincial Council, as well as other matters related to good governance within the institution, such as: compatibility authorizations, conflicts of interest. the efficient and responsible use of public resources or other issues related to ethical conduct and good governance. It may also be used to report any action or omission that contradicts the principles of good governance.

The Corporation seeks to encourage any individual or public employee to provide information without fear of retaliation. For this reason, confidentiality in the handling of information is guaranteed through the Internal Reporting Channel, which is the preferred mechanism for reporting or alerting the organization—securely, confidentially, and anonymously if desired—about potential serious or very serious legal infringements and cases of fraud committed within the Barcelona Provincial Council, in accordance with Law 2/2023 of 20 February on the protection of persons reporting regulatory infringements and on combating corruption.

Furthermore, the Catalan Anti-Fraud Office (Oficina Antifrau de Catalunya – OAC) performs the functions assigned to the Independent Whistleblower Protection Authority in Catalonia, including sanctioning powers and the enforcement of sanctioning decisions. The OAC provides an external online reporting channel through which complaints may be submitted confidentially and anonymously.
