The Code of Conduct for Elected Officials and Professional Managerial Staff of the Barcelona Provincial Council, approved by Resolution of the Plenary Session of the corporation on 30 March 2017, ensures compliance with transparency legislation, with the primary objective of preventing and avoiding conduct that is inconsistent with the institution’s values, ethical principles and standards of behaviour.

The Code provides that persons subject to its provisions may not accept gifts, donations or any form of preferential treatment from individuals or public or private entities that could call into question their integrity, honesty or objectivity in decision-making processes or their participation in such processes. An exception is made for customary courtesy gifts, provided they are consistent with normal social or protocol practices and are offered by virtue of the recipient’s position. Any gifts that fall outside these circumstances must be returned or handed over to the competent body for inclusion in the Corporation’s asset inventory.

The Code of Conduct applies to:

  1. Members of the corporation, in their capacity as elected representatives, regardless of whether they serve on governing bodies.
  2. Chairpersons, office holders and members of the governing bodies of autonomous agencies, public business entities and companies wholly owned by Barcelona Provincial Council.
  3. Holders of positions classified as professional senior management within Barcelona Provincial Council and its instrumental entities, where such status is recognised in the relevant staffing structure.
  4. Within autonomous bodies, public business entities and companies wholly owned by the Barcelona Provincial Council, without prejudice to any adaptation they may make of its provisions to their institutional and public service context.
