This annual report assesses compliance with obligations relating to active transparency and the right of access to public information, in accordance with Title VIII of Act 19/2014 of 29 December on transparency, access to public information and good governance.
Barcelona Provincial Council has renewed the 2025 InfoParticipa Seal, awarded for the quality and transparency of local public communication. The distinction recognises transparency portals and websites of local public administrations and was awarded with 100% compliance across all indicators. The Seal recognises corporate best practices in the areas of active transparency, public disclosure and communication. It serves as a quality benchmark for public transparency as a tool for citizen participation, providing assurances of trust and credibility to the public while also encouraging continuous improvement among political and technical leaders.
The InfoParticipa Seal is awarded by the ComSET Research Group of the Autonomous University of Barcelona (UAB) on the basis of assessments carried out by the Laboratory for Journalism and Communication for Plural Citizenship (LPCCP) of municipal and supramunicipal websites. Provincial councils have been assessed under this programme since 2016.
