The Code of Conduct for Elected Officials and Senior Professional Management Staff of the Barcelona Provincial Council is the first instrument implementing the Provincial Council’s Code of Good Governance and Institutional Quality, and fulfils the requirement set out in Article 55.3 of Law 19/2014 on transparency, access to public information and good governance.

This Code, approved by the Plenary of the Corporation on 22 March 2018, provides a self-regulatory framework applicable to all elected representatives and senior management staff of the Barcelona Provincial Council and of the entities within its wholly owned public sector, who must formally adhere to it.

The main purpose of the Code is to prevent and deter conduct that is inconsistent with the ethical values, principles and standards of behaviour it establishes, thereby strengthening the ethical framework of the Barcelona Provincial Council and enhancing public trust in the institution and the level of government it represents.

For this reason, the Barcelona Provincial Council provides the Good Governance Mailbox, a secure electronic participation channel created to offer a space where anyone can report to the institution any action or omission that goes against the principles of good governance, thereby helping to strengthen the Council’s public management.
