The Committee has a cross-cutting political body, and its main purpose is to promote, oversee and ensure the effective implementation of transparency policies and, more broadly, open government, good governance, institutional quality, and digital transformation within the Barcelona Provincial Council. It is also responsible for planning and developing the framework for support provided to local authorities within the province to achive their objectives and meet their obligations in these same areas.
On 23 March 2020, by means of Presidential Decree No. 2894, updated the Comitee composition and rules of procedure and established two steering committees reporting to it.

Subsequently, on 20 December 2024, Presidential Decree No. 18307 updated the composition of both the Committee and its two Steering Committees.
The Committee’s main functions are:
- Defining and monitoring policies relating to digital transformation, transparency, open government, good governance, and institutional quality within the Provincial Council.
- Defining the framework for collaboration with the Provincial Council’s public sector entities in these areas and monitoring its implementation.
- Defining the framework of support offered to local authorities throughout the province in these same fields and monitoring its development.
- Monitoring the activities of the committees, subcommittees, and working groups that report to it.
- Carrying out any other tasks assigned to it by the governing bodies of the Corporation.
The Committee holds one ordinary session each year.
